How do I address a cover letter for a government position?

I'm applying for a job with the provincial government and I'm not sure how to address my cover letter.

I can't imagine I can call the HR department (if there is one) and ask who specifically is doing the hiring.

Every cover letter writing site says NOT to say "Dear Sir/Madam" or "To whom it may concern", etc.

How would you guys start this letter off?

Google 'government job cover letters'. Government resumes are different than civilian resumes.

Here there is always a contact name for further information on the job that is listed with the advert.

I simply address my covering letter to them in the usual fashion,

'Dear Mr/Mrs/Ms X'
