How do I add an item to the "Right click > New" menu?

Is it possible to add/delete items from the "Right click > New" menu? I know how to add an item to the "Send To" menu but was unable to find anything (even in the registry) that refered to the "New File or Folder" menu. I am using Windows 98SE but would also like to know how to do it on Windows 2000 if it is different.
