How do i add a picture in GMAIL in the body?

My sister is trying to add a picture in the body of an email instead of as an attachment. I did a quick search with no results. Thanks for any thoughts.

I think anything that isn't plain text, gets sent as an attachment. Hence the "would you like tp allow pictures..."

I don't think you can actually do that on gmail.com
I know that if you use an e-mail client like Thunderbird that you can add a picture in the body of the message... but on gmail.com all it seems you can do is attach an image.
