how do college scholarships work?

I recieved one from a school a while ago and it said that within a certain amount of days, the scholarship must be claimed. It wasn't that much but I had lost the letter before I could mail it out and it wasn't until today in which I found it. I emailed the school about it asking if I could still redeem it and they said I couldn't because their "scholarship" fund had run out.

Now to me, this sounds like bs. The school offers scholarships based on merit and there are different levels of that scholarship. If they award the many thousands of students for their academic abilities, then I suppose they would reward it to all those who qualified without leaving anybody out. Unless my aforementioned assumption is wrong, they should have enough money to cover for everybody. Now I know that schools offer more than one scholarship but one must also take into account the many thousands who didn't qualify.

Am I crazy or is the school really trying to screw me outta my thousand dollars?
