How do cable internet conenctions slow down?

Is there a certain range of simultaneous users for a cable internet connection to slow down..a certain amount of bandwidth used by each person..or how does it work? When they advertise a connection at being 3mbps, is that 3mbps for a whole neighborhood, since one user would rarely see those speeds, or what?
 
3mbps is only 375 kilobytes per second so that is attainable by cable. Not that hard to get before ATTBI bought Excite I saw speeds at around 450-500 KB/s.
 
For my cable, they advertised as 1.5mbps down and 35KB up and that's exactly what I get.

I rarely EVER see a slow down.

i know thats ture but on my 2.5mbps cable line i can get speeds of 400+k/s without a Dl accelerator. hows that work?

with one i can get almost 700k/s

mine is rated 2.5mb/384k

and i get the advertized speed maybe a lil higher at times.

no slowdowns
 
Mine is rated 3mbps, but I rarely see 1. Adelphia seems slow in my area.... Sometimes, it evens slows to dial-up speeds. They've been out here on numerous occasions, but are never able to do anything, so I stopped trying. Neighbors seem to have the same problem. Heck, it even drops AIM connections a lot....
