How do Broadway ticket cancellations work?

So it turns out I have an extra ticket to a B'way play this Sunday. The ticket itself says no refunds or exchanges, yet, if you go to the Box Office, there's a "Cancellation line". 😕 How exactly does that work? Do I get a refund only if someone buys my ticket from the Box Office or something?
 
If it says no refunds or exchanges, then that's what'll happen: nothing. The cancellations line is probably if the show itself is cancelled.

AFAIK, all B'way plays have a "cancellation line", which doesn't make sense, since rarely is a show cancelled. It seems that they could just write "Cancellations" on a piece of paper only when necessary.
