How do blind people know what color the traffic light is?

I saw these lights all over Canada when I was up there 8 years ago.

Hey assholes, the position and shape of the light are probably not going to help someone who's totally blind But the one blind guy I knew could make out general location and color, so he could see if the light was green - he probably couldn't tell you that it was particularly round, though. Also, he had a guide dog, who definitely knew when to cross.
