How could C2D use more overall power than X2s?

They're comparing it to the EE X2s, not regular X2s.

EE X2s are rated down to 35W for the 3800+ model, and 65W for the higher clocked models. AFAIK all C2Ds (with the exception of the X6800) are rated at 65W.

How AMD/Intel rates their thermal output of their CPUs are all ballpark figures using different methods of measurement...Real-world testing is needed.
