how come when I try to scroll a website it stutters?

just built a new system everything works fine except this
specs
Athlon 64 2800+
K8N Neo Platinum
Hitachi 80GB SATA
Radeon 7000
ASUS CDRW
ASUS 52X CD Drive
Antec SLk3700AMB 350w
Geil 512mb pc-3200 Ram

I would check your video drivers. Minimize a window and move it around your screen and if it stutters still then it's your video drivers most likely.

Might also be something like a fan or other device sharing the outlet plug? My screen jumps when I plug my fan in to another outlet totally but on the same wall.
