How come we don't see more scammers imitating registrars?

Seriously, I'm just curious... we see scam people imitating banks, paypal, ebay, etc. Why don't they imitate dotster, or godaddy, to try to change people's nameservers for their DOMAIN names? It would just make sense. I hate them of course, but I'm wondering why I've never gotten a phishing attempt for a registrar.

Its more complicated:
-Need to unlock domain name
-Need auth key code
-Need to approve transfer via registrant's email address
