How come not everything in startup folder starts up upon login?

Perhaps 25% of the time I start up the computer, one or more applications won't load and other times everything loads. Why?

maybe something is or is not running in the background that your task is dependent upon. What do you have in there that is not starting?

For example, I just restarted my computer 30 minutes ago and the following programs didn't start (although they're in the startup folder):
Trillian
Zone Alarm
Apache Web Services Monitor
Serv-U FTP
Samurize
Motherboard Monitor 5

okay, with the computer now started just log off and than log back on and see what starts.
