How come my cpu speed is only 1.4 ghz but should be 2.8

When i do prop. my computer it says I have a Intel P4 2.8 ghz but on the buttom it says 1.4 ghz anyone know how to fix this.

go into the BIOS and change the front side bus from 100 mhz to 200 mhz

what if that motherboard doesnt have 200FSB support?

then it won't be able to run a 2.4c or e at maximum speed.
