How come KDE 3.0 can do this and XP can't

I was doing some tech hunting tonight and came across THIS screenshot of KDE 3.0. I have windows XP and a GeForce4 ti4600 (with NVIEW) I would like my start bar to be transparent like the new KDE is I think it looks nice. Anyone know how to do this?

I don't know how exactly to do this - but I do know for a fact that Win2k and XP both support transparency. Of course, MS didn't enable any transparency options - that would just make too much sense I guess. But there are (or should be) programs out there that let you use transparency. Maybe someone else can provide more specific info?

maybe microsoft forgot to include this feature by default while they were busy ripping everythinge else off from KDE =) jk not trying to start a flame war ..

- btw the new Flashing ads are making me nauseish, though i'd share =)

You aren't the only one... I haven't tried KDE3.0 yet, I want to though... I usually try not to use X with my BSD systems, and when I do, I run windowmaker. I need to clear out another machine for Debian...
