How come I can't get my DVD drive to show up?

I finished a build on a conroe system with a MSI Neo-F P965 mobo. I have an SATA HD connected and a NEC ND-3550a connected to the IDE channel. When I started the computer, a message always pops up after the post screen even if I enter the BIOS:

It goes away after a few seconds, pressing a key just makes it go away faster. I went into the BIOS, but the DVD drive wasn't showing up on any of the IDE channels, only the HD was there. I then went to the boot menu in teh BIOS and the DVD drive showed up there, so I selected it. I installed windows via CD and the drive showedup fine in windows. I restarted and then the drive no longer shows up in windows. I still the the same screen i get above and the DVD drive doesn't show up in Windows.

What can I do to fix this?
