How come all of your hair doesn't grow at the same rate?

Of course the hair on my head grows and grows and grows until I get it cut...that's obvious...

But why doesn't leg hair, arm hair, etc. grow at the same rate? If I were to shave a spot on my leg, it would grow back in a few weeks and stay the same length that it was when I cut it.

Then on the other hand, if I have some stubble on my face and I shave it, it will grow back to the EXACT same length that it was before I shaved it and will not grow any further. Same goes for my mustache.

What's up, is hair pre-programmed? ;)

And no, I'm not high. Never have been, never will be. Hell, I've never even smoked a cigarette before
