How can you tell if a Windows XP cd has never been installed/activated?

Like if you bought it off someone from the fs/ft or ebay....

Can you call microsoft and ask?

I think it would be the product key, not the actual cd, that would need to be checked. They must have the product key in their database and whether it's been activated or not. I bet you could call them and check it out.
