How can you tell if a CPU is fried/dead/burnt?

I'll get to the core details. I built a new computer (really massively upgraded my main one) and so I went about building my secondary (left over parts of my previous computer). Soyo Dragon Plus, XP 1800 (NOT TB), Crucial PC2100, Thermalright SK-7.

Booted up and got nothing. After a while I smelled some smoke...this was after numerous powerdowns and boot ups. I took off the HSF and noticed that what smoked was the perimeter around the core, it was black. And the reason, I suspect but am not sure, that it had a funky oder was because it smoked the Artic Silver. Granted, I do a poor job and am messy getting AS all over the place, but that never affected my other systems (should it?) Also, I looked on the HSF and there was not a perfect little blotch of silver, it was off, leading me to believe the HSF was not sitting entirely on the core. I mounted it correctly, the same way I always did.

Questions:

1. How can I tell if the CPU is truly dead? I tried it in my new MB and it didn't boot up but I realized I didn't clear the CMOS. Does this even matter or should it boot regardless?

2. Could the burning smell be just from the AS getting too hot? Does the core change colors when dead? I can try to clean it up and see if it's black or grey or something.

3. Shouldn't the computer have shutdown itself? The MB knows the core temperature.

4. What TB should I get for this board now? Remember, they max out at 2100 and I actually want one slower since I want it to be my secondary.

It sounds dead to me. It really sounds like the HSF wasn't in total contact with the core. I don't know if your mobo suports the shut off feature or not. However, I think THG did some experiments that that feature doesn't really work well for AMD CPUs. Yes, you generally do see some discoloration of and around the core when it fries. Reset the CMOS and see if that does anything, but I'm thinking that you are holding a burnt CPU. Sorry!
