I thought that if you bleached your hair, it'd change colors, and when some hair grows out again, the new hair would have the original color.

Lots of gel, the ones that makes spikes.

you're talking about highlights I presume. They usually look good if applied conservatively, but IMO his hair looks like crap.

Well his face shape does'nt really suit that do, but as far as how he got that look....bleach streaks either using cap or foils. And he is using a really firm pomade or gel to get his hair to stick up like that.
