How can Windows Vista make your cpu consume more power?

OK I checked this Inq article and at the bottom it says:

The rumours about Vista taking more power than XP have also been long known and factored in to any TDP measurements,

What the heck? How can an operating system make your cpu hotter/use more power?

By increasing your CPU load (e.g. Vista is more graphics intensive).

That?s basically what it will do (consume more power at idle) because as Viditor said, Vista is going to be a lot more graphical in its GUI compared to XP, for instance with its transparent windows etc (along with all of the other graphical enhancements it will incorporate).

Its the same thing with regards to the Windows XP over 2000, it basically just has more eye candy (if the theme?s service is running in XP ?Disabled by default on server 2003 for use of the classic theme?)

I think Vista also has certain minimal graphics requirements as well, or so i have heard. Also this OS will come in 5 different variants, not including server versions

I look forward to its release.
