How can telemarketers be so clearly breaking the law?

I got a call just now from 3867368732 with some bogus bullsh*t offer. I asked what company they were and was immediately hungup on. Turns out that this number in google comes upon countless other stories. How is it that these companies can exist for even a day? Aren't there major penalties? I would honestly like to crowbar the lady who hung up on me and I don't think it's unreasonable to want to do that. I am on the donotcall list, of course, which seems to have done a great job since it came along, but this is beyond irritating.

You can send the number to your state's attorney general, they'll handle it.
 
Last month, I noticed a strange large charge on my statement. I called my provider and asked what this charge was for. Apparently, the charge was for using directory assistance. I never made this call and was able to get it dropped off my bill. I remembered getting a call earlier in the month from some number that I didn't know, and when I answered, no one answered. I looked this number up online and found some type of a scam type thing where someone calls you and you and you end up getting billed for some directory assistance thing.
