I'm not 100% sure what you mean here.

Do you mean that you want to get your PC back to the way it was, when it left the factory (so you can sell it, or something) ?

Or do you mean deleting lots of stuff, so you can put more stuff on your HDD ?

You are probably best off putting that into a separate thread, as the two things are unrelated, and it could get confusing.

Can you give more details, such as how often this happens, if it happens when you do something in particular (e.g. gaming ?), and a copy of your hardware/OS details from the other thread would help as well.

So you want to erase files and libraries without losing the OS. Here's a free utility:

As far as making your PC freeze less we'd need more information; complete list of your system hardware (brands, models) and your OS as well as a detailed description of the symptoms.

Your request seems to be how to wipe free space. For that, I would use CCleaner as described here:

Freezing is often the result of a data collision over the same piece of memory. In your described case, all you want is the OS. In that situation, I would totally reformat the drive and do a fresh insall - it would result in the OS only on the drive.
