How can I tell whether the motherboard or CPU is NOT working ?

ECS mb +1G T-bird = boot up but no POST...
CPU fan spinning and no video...

pull all the connection and video card and ram step by step
finally left with a CPU+mb... then motherboard only

NOT EVEN a single BEEP in ALL case...
Shouldn't there usually be a BEEP even when there is a motherboard and Power supply but NO CPU ?

Do I have a bad CPU or a bad motherboard ?

I will be very appreciated for your advice..

Virtually impossible to tell with the information given. It is not clear what you have done or how you checked what. One magic word you have used was ECS.... Did you check the ongoing ECS mobo thread? Or how about ocworkbench.com. There is lots of info about your mobo availible, If there is indeed a problem I would try a new mobo first.

In my terminology the mobo first POST (Power On Self Test) then boots into the operating system. So there is no way you can boot with out a POST. for me it is not clear what you are experiancing. (Other then an ECS mobo! )
 
of the bad boards that I have had, usually the fans will spin, The hard drive & floppy will cycle, but nothing else. I'd bet it's teh board. A real simple way to test it is to grab a T-bird or Duron out of another system & plug it in.
 
You have to have at least mb & cpu & memory and either a hard drive or floppy to boot.

They are right, read the ECS thread, or check the ECS forum/Faq at ocworkbench.com.

Assuming you have an adequate power supply, your problem is most likely the video card and/or memory are not seated properly. The slots are really tight on this mb. Remove and reseat them a bunch of times and try again, also try a different video card, PCI if possible.
 
Instead of steering you towards an "official" thread that seems to have disappeared, I'm going to suggest you try setting it up outside the case and seeing if it POSTs there. Surefire way to figure it out is to swap with known good items.
