How can I slow my CPU heatsink fan?

I'm not sure how to slow the CPU heatsink fan. It seems like it should be obvious? It's just that it never changes in speed, whether I'm torture testing in Prime95 or idling, it's always ~2700 RPM, but it's advertised to go much lower. EDIT: and advertisements never lie!

I'm using a Zerotherm BTF90 heatsink on an E2180 CPU on a Foxconn P35A mobo. The CPU cores idle around 24 and load around 37-38, according to CoreTemp. I've gone into the utility that came with the mobo (FoxONE) and tried to adjust the fan setting there, but it doesn't seem to change it. Any other ideas?

Well, you can use fan control apps like speedfan, etc etc. Try asking someone else for a complete list, I'm not so familiar with these utilities.

Give SpeedFan 4.33 a shot like Gold said. Your mobo's own fan control utility should work...have you done any research on your mobo's bios fan control paired with an aftermarket HSF?

There has to be a bios setting . For example, on my Asus M2N-E, I have the CPU fan set on "performance" profile in bios, and the fan only spins when the CPU is stressed. Consult your motherboard manual and you will find it.
