How can I set CD-RW permission for User in XP?

I have a CD-RW using Nero. It works fine for Administrators, but under Users, it's said that permission required. How can I set permisson for Users.

I think you need administrative rights to use Nero. To set permissions, go to the control panel, then Administrative Tools, then Computer Management. Then go to Storage/Removable Storage/Libraries. Right click on your CDRW drive and select properties. Then under the Security tab you can set the permissions.

this works for win2k.
Control Panel->Administrative Tools->Local Security Policy

In the window that appears: Local Policies->Security Options:
enable the "Restrict CD-ROM Access to locally logged-on user only".

After that every user is now able to burn CDs with Nero!!

The first method doesn't work because my CDRW doesn't show up at Storage/Removable Storage/Library.
The second method works.
