if you're really serious you can report them to the United States government programs. France is heavy on this sort of stuff too.

there are guys that sell illegally on the streets of France. they sell all sorts of stuff like laser pointers and other stuff like cell phone parts, etc. the cops are always after them. they've divised techniques like setting their product out by bus stops and laying them on bags with strings attached to the ends of it, just enough to view the items being sold, but in a very slick way - where if a cop pointed them out, they would pull the string to the bad and all of the displayed content would zip back into their pouch and off they'd run...
