How can I remove Win95 and install oem Win98?

I have an oem Win98 that I want to install, but it won't upgrade win95. So I sys'd the c: drive, renamed autoexec.bat and config.sys, renamed the two registry files and the Windows directory, but Win98 setup is still detecting Win95. What else can I do, short of reformatting?
 
u should reformat anyways.. win98 is much better than win95... there were ALOT of problems that were resolved in win98
