How can I redraw hair on an exsisting character?

I'd suggest just sampling the hair colour and experimenting with various brushes and draw the hair you want.
Otherwise, extract (using the extract tool) the whole hair section from the one you want and overlay it on your original as a new layer and resize-reshape it to suit.
