How can I 'rate' a thread?

I can't seem to figure this one out. Many of you seem able to do it. How is it done!?

There is a button marked "Rate this topic".


However, you cannot rate any threads that you start, so you won't be able to rate this one.

I still haven't figured out user ratings, but I suspect that it may be something that only the mods and/or admins can do.
