how can i pay someone online using my CC with low fees ? bidpay ?

hi,

i have a paypal account....but the fee is very high using CC and i dont know whether the other guy has a paypal acc. The transaction is also no auction - so i dont know whether bidpay (money order) will work.

Any idea ? The amount is something around $200
