How can I overclock this higher?

I just got a Intel P3 700 (7X100)which is unlocked. Right now I have overclocked it to 866(6.5X133) at 1.7 V. When I try to increase the multiplyer to 7, the comptuer won't start up. Am I at the boundry here or can this cpu go higher?

I can bring the voltage up to 2.6V if necessary(but that will damage the cpu). I freshly applied artic silver 3 so its still settling in. Currently the cpu is at 32C at idle.
 
I tried last night running prime 95 and it will produce errors after 2 minutes. I backed it down to 800(6X133) and it ran it for the entire night.
