Im guessing it's stuffed bell pepper.
 
saute the shallots in bacon fat, obviously.

and replace the shallots with steak.

and instead of sauteing, grill it, and get rid of the cheese.

I'm guessing you intend on stuffing the peppers with something other than Feta cheese and shallots? Perhaps something other than ground beef like pork or turkey? Seasoning can range from American Diner to Italian to East Indian or even Mexican. Pick a theme. Stuffed peppers are common in multiple cultures.
 
To me that says you're having chunks of pepper and shallots with feta cheese on top. What the fuck kind of meal is that?
 
Currenlty the plan is to go with a variation of one of these:

500grams  miniature red bell peppers
1 1/2 cups crumbled feta cheese
1/3 cup finely grated parmesan cheese
1/2 teaspoon minced dried basil or 1 tablespoon minced fresh basil
1/4 teaspoon cumin
1/4 teaspoon dried  chile powder
1/2 teaspoon garlic powder
1/4 teaspoon salt  or seasoning salt, to taste
4 red bell peppers
1/4 cup shallots, finely chopped
1 clove garlic, minced
1 serrano pepper, seeded and chopped
1 handful fresh parsley, chopped
2/3 cup bread crumbs
1/2 lb feta cheese (give or take), cut into small cubes
1 tbsp olive oil
freshly ground black pepper, to taste
 
I might just sauté shallots and garlic with some pesto then mix it in with feta and a bit of bread crumbs then some parmesan cheese. Finish with some dried chile powder on top

So, this is a side dish instead of an entree. The recipe you have doesn't look too bad except, I think you'll need more than one Tbl spoon of olive oil. What's the hold up? Are you missing ingredients? No offense but, I'm picturing you standing there poking the peppers waiting for something to happen.

Combine the following to taste:

Bread Crumbs
Parmesan
Chile Powder
Salt
Pepper

Use this as a breading for the salmon, fry it up in enough oil to get a good crust.

Use the shallots, garlic and red peppers together. Dice the red peppers, finely mince the shallots and garlic. Saute with some sugar (or maybe honey if you have fruit) to sweeten a bit. Use as a salsa of sorts on top of the fish, and top with feta cheese. Garnish with basil or parsley. Side salad if you have one maybe. You could put a little of the serrano in there as well to do the sweet/spicy thing.

If you have some fruit that would work, you can toss that in there and make a sort of chutney to go on top.
