How can I make this page behave in both IE and Mozilla?

Under Internet Explorer, I get wasted space but under Phoenix it displays fine.

If I edit the ifstyle.css with this code

#leftcontent {margin-left:0px; margin-right:0px; padding-bottom:20px; width:80%}

And change the 80% to 100%, then it will view fine under Internet Explorer but under Phoenix it would mess it up.

Any suggestions?
