How can I make a search site engine like this website?

it uses cgi scripts to do the search engine. Anyone has suggestions? looks like he inserts an anchor that contains keywords(can be multi-keywords) in each table. When users use the search function, the script brings up all tables that contains those keywords and display the tables in the browser.
