how can i lock down a win98 public pc?

I do tech support for the local library and they have a pc that is used as an internet browser and also has ms office installed on it so patrons can use word or excel. The machine has been completely fubarred by spyware and crap and so it needs a complete reinstall. The kicker: its a P133 with 48MB of RAM and they don't want to upgrade or get a new PC as they are completely retooling their tech infrastructure in a little less than a year.

So what can I do to make things a little better? I'd love to slap a mandrake or knoppix installation on there but they won't let that fly. So I'm stuck putting win98 back on there. It does have an extra hard drive, so I'm thinking once I get things set up I'll ghost an image to that just so there's an easy way to restore it. But are there any tools (freeware?) or resources that could help in locking it down so the idiots who use it won't re-infect it? Spybot seems to have limited usefulness, and since its 98 I don't know what settings I can change that someone else couldn't just go and muck up again.

I hate this library and everything about it. Bah.

trash spybot and make them buy a copy of Webroot spysweeper... best one Ive found yet...
keep this one in my tech wallet and on my companies FTP becasue its soo good and gets rid of nasty stuff and locks the PC down from further attacks

what would I need to do to go about putting a ghost image on the 2nd HD and making it so that it could restore from that fairly easily...or even on each reboot restore from that image? maybe i'll just put win 3.1 on there......

Ghost the first drive to the second.
Have a batch file that will check activate the Ghost image from the second to the first. That will clean the system up.
However, the OS restore will require the system to again reboot, you are now stuck in a cycle.
In order to break the cycle, you will have to build some flag into the inital boot sequence.
Best bet would be to boot if a flag file does not exist.
Have that file exist in the Ghost image, but have the boot sequence delete the file after startup.

Tweakui can be used to crank down 98. I suppose that it is probably doing poledit things, but it might be worth looking at also.
