How can I load SETVER.EXE in Windows 2000?

I need to run a dos program that requires a lower OS version number. How can I load SERVER.EXE to run before the DOS BATCH file is called? When I issue SETVER.EXE inside C:\ command prompt, it tells me to load SETVER.EXE device in config.sys.

You can either create a CONFIG.SYS file in your SYSTEM partition, or you can create/modify the CONFIG.NT file in your WINNT folder (or where ever you installed Windows 2000).
