How can I get Windows Media Center 2005 to run rmsystry.exe system monitor?

I saw a friends laptop running Windows MCE 2005, and I noticed this icon in the system tray that monitored network usage, CPU core usage, and memory usage. The weird thing was it appears to be apart of Windows MCE 2005. The question I have, is how do I get rmsystry.exe (Media Center Resource Manager System Tray) to run on my computer. I think it may have to do with a Media Center Extender, though I do not have one. This app stays active for him when he does'nt have his 360 connected to the network, so I really wonder if I can indeed enable it. Thanks!
