Use the shape tool to create a Rounded Rectangle over your image. CTRL + click the shape layer to create a selection area in the shape of the rounded rectangle. Hide the rounded rectangle and select your image layer (this is all done in the layer pallette). You should now have your image layer selected and it should have the rounded rectangle selection area on it. CTRL + i to invert the selection area and hit delete. Add a drop shadow to your image and you're done.
