How can I get this fixed? Blocked sender on hotmail does not work

I KEEP getting emails from a certain sender, always the same email, in hotmail. I have added, removed, several times and this full email address is definitely in my blocked sender list and not in my safe senders but I am constantly getting emails from them (I'm one of a hundred they keep emailing, so maybe that's why).

How can I fix this? I've tried contacting hotmail support but to no avail. This is driving me up the wall. Hotmail sucks enough ass as it is but I use it for my email account I sign up for stuff with.
 
Make sure that the person you want to block is not also in your Contacts lists (you said you already checked Safe Senders). It seems that Hotmail will allow messages to get through from senders on either of those lists even if you have put their address in your Blocked Senders list.
