How can I get my XP1600 to run at 1.4Ghz?

I just installed this new mobo and cpu.
The cpu is running at 1050mhz right now since I have yet to change anything in the BIOS...I want to get it up to the standard 1.4ghz that it should run at.

I was wondering what settings I'm supposed to change for the Advanced Chipset and Voltage/Frequency controls.
I tried changing the CPU FSB Clock (which was originally set to 100mhz) to 220mhz, however, I couldn't get the computer to boot after that.
The XP1600 has 266FSB, however, the highest option is only 220mhz...am I not looking at the right place?

The mobo also came with Fuzzy Logic 4 software that lets you change frequency and voltage settings in Windows.
I used the built-in program to see how far it could overclock and it only hit 1.2Ghz before it rebooted...could this be due to my 250psu?

BTW, I have Crucial DDR PC2100.

I'm also using a 250PSU that I used with my PIII650, however, I dont think its sufficient IF/WHEN I overclock.

Check your mobo manual. There's probably a jumper on board that lets you change from 100/100 to 133/133. I've had a few mobos that said they shipped 133/133 by default, but it wasn't the case.
 
The mobo is set to 100fsb by default.

When I tried changing it before to 133fsb it hung and I had to reboot back to 100fsb.

Why have you decided not to tell us what brand/model the mobo is? Chances are it has a jumper that you need to switch in order to have the PCI in spec. Or it might be a newer board that supports PC2700 RAM and you're running your PC2100 at HSTCLK+33, so when you switch to 133MHz FSB it tries to run your PC2100 at 166MHz, which doesn't always quite work. Try this: switch your RAM settings to "By SPD" in the BIOS and then up your FSB to 133.
Whatever the problem is, I guarantee that it is not the fault of the cpu.

edit: D'oh! Just saw that you said you were using Fuzzy Logic 4. That means you have a newer MSI board of some type, probably a KT3 or KT4 (no jumper then). Do not use Fuzzy Logic in order to properly set your FSB/CPU speed, it is for overclocking only, not for setting the defaults. The reason why is because your PCI divisors and memory speed settings do not properly adjust while using Fuzzy Logic.
You need to reboot to the BIOS, press Del at the POST screen, then adjust your FSB to 133 (133*2(DDR)=266, Mr. PEBKAC) and memory timings (speed at SPD or 133) there. Use Fuzzy Logic later, after you at least have the CPU running at default speed.
