If you are trying to get cash over the advance limit then you have a CC for the wrong reasons.

A) Are in an extremely dire emergency OR
B) Shouldn't have a credit card in the first place.

I assume he means he needs more than the daily amount you can take out of an ATM machine. In that case, any bank will give you cash up to your credit limit for a fee.

Call the customer service number on that back of the card. You can probably just go down to the local ATM as long as you have a PIN number set up.
