how can I forward 1 users email from exchange server to an outside POP server?

Some one is going on maternity leave and needs to get his email at his home aol account.

I don't want to turn on webmail, is there a simple way to forward his internal exchange mail to an outside address?

You can set up a rule to forward mail in Outlook. It appears to work on the exchange server, not as the Outlook application is running.

so the rule would run on the server, and the user wouldn't have to leave outlook running?

thats how it appeared to work when I did it a couple of years ago.

I used to work offsite and have my mail forwarded to where I was working.... from an Exchange server. all I did was set up a rule.

An Exchange IT guru would know for sure... but try it.

A forwarding rule is server based. Just set it up on Outlook and the server will take care of it - no need to have Outlook running. There are other ways to do what you want but a forwarding rule is easiest.
