well, management console says C$ (C:\) and Admin$ (c:\windows) are shared.

but when i'm in windows explorer, those 2 directories are not shared.

Why does Console say they are?

Those are shared by default. If you have Simple File Sharing turned off and look at the Sharing tab under the Properties for the folder, it will say it is shared.

Those are the administrative shares. They're shared by default, restricted to only Administrator level users.
