How can I find out what cell phone carrier has best service in an area?

My sister is going to UVa next year and has to renew her cell phone plane. She currently has T-Mobile. Should she change cell phone carrier? Where could I find out what carrier has the best service in Charlottesville, VA?
 
Cost is an issue as well. Also, does anyone know if family plans are worth the cost if 3 of our family members want cell phones, but none of us use them a lot?
 
isn't there a link off the dslreports site to something like wirelessreports...that has quality scores for each carrier by region?

Nah - those are usually really crippled. But if you do get them, make sure they all have the unlim nights and weekends. A lot of people start out by having a small plan - but once you start using them, you'll wonder how you ever got by without them.

I've used Nextel, CellOne, ATT, and now I'm on Verizon. Verizon is definitely the best for regular consumers. Nextel might be better but it's a whole lot more expensive. I was using it for a year and a half when I was working for Brightpoint.

neither could I..but I did notice they changed their site layout...
