How can I find any more information given an IP address over my network?

So I'm living at residence and I want to know who this person is. I have their IP address and 'Name', but I'd like to connect it to their system name or to a Room Number in the building (highly unlikely.) Anyways, for example - I am fisher80.smc-res.utoronto.ca with an IP address of 142.151.141.080. The other person is fisher92.smc-res.utoronto.ca. So I can't assume that I can just go from door to door asking. I'm thinking about using a NetSend/Messenger Serivce message, but I doubt that would work. Any way I can contact him? It's a long shot, but I figure if I'm over the same network as him I could still let him/her know.

Scan for open shares. A lot of people are stupid enough to leave some full access and you could make a file on their computer with a message. If you have a real reason for doing this maybe a network admin could tell you who it is. Otherwise goodluck. Why do you want to know anyway?

Netsend won't work. I"m assuming he's got it disabled like most other people. Rhythm, I don't want actual information from their system - rather which apt they live on, if possible.

BG, how would I scan for open shares? I can view the other computers over the network but I don't know which one pertains to the fisher92 system - any possible way I can find a link between the IP and the network ID?

Just go here: Iris and download Iris and set it up to capture for a while. You should get a good idea who it is after a few emails pass through.
