I need to be able to start my systems by turning on power to the outlet. This only works with my older systems. On the newer ones, the power button on the case must be pressed even if the outlet's power is on.
 
this is an ATX vs AT issue.... you old computer was AT so you actually left the computer with the switch in the "on" position and were just cutting the power to it..... ATX has a option somewhat like that called, auto power on after power outage(worded something like that) in the bios.... and they may or may not be the answer to the problem you want to fix
