How can I determine what i need, by looking at what i have?

My PC is Currently running 3 game servers of ARK. I also play on this machine.
I am wanting to find a new set up Dedicated to just the servers.

Running i7 4790k
At idle, CPU usage with the game servers running is average is 10-15 percent usage.

Is there a CPU i can get more usage out of that is cheaper?
I guess im more interested in, is there a way i can calculate my current usage to see how another processor would perform?

I have 32gb of spare ddr3 memory to use for it.
