How can I determine memory ddr3 or ddr3L low voltage by cpuz tool, not by opening the RAM cover and looking up into it

Yes, that is a DDR3L voltage. If it was regular DDR3, it would be running at 1.5v+ (depending on the module and speed). You can also look in your BIOS at the voltage.
 
Sometimes you need to activate XMP to get the lower voltage. My sticks of RAM are like that: JEDEC 1333MHz / 1.5V, and XMP 1666MHz / 1.35V.
