Bunch of programs that do that. Goldwave is my favorite. Download lame from there and install it as well if you want to save it in .mp3 format.

I believe that most version of CoolEdit also handle editing MP3s.

I usually convert them to .wav, then edit them in wave studio that came with my SB Live. Then i just convert back to mp3. kind of a long process when you can edit the mp3 itself with other programs, but it works for me.
