How can I change the order in which startup programs open?

I have emule and utorrent set to open at startup, problem is they both load before the LAN driver has loaded. So the programs both sit there confused looking for the connection. When the LAN finally intialises emule and utorrent need a poking to realise.

How can I adjust the ordering to make them load last, or at least after the LAN?

(I'm using an always-on router/modem, WinXP)
