I need to cap my dsl slower than my guareenteed speed. I want to beable to cancel my dsl without that fee for early termination crap.

So, let me get this straight, you want to cap your DSL speed slower than the guaranteed so that you can say you didn't get guaranteed speed and waive a charge? Um, there's no way I would help you with that. If this isn't what you meant then please clarify but if not then this type of discussion really isn't appropriate here.
